On July 28, 2026, the Greater Bay Area International Clinical Trials Center (BAY TRIAL), the Greater Bay Area International Clinical Trial Institute (GBAICTI), and Health Hope Pharma Limited (HHP) formally signed a tripartite memorandum of cooperation, in line with the national "15th Five-Year Plan" for the development of biopharmaceutical industry and the continued advancement of the Guangdong-Hong Kong-Macao Greater Bay Area International Science and Technology Innovation Center. Under this agreement, BAY TRIAL and GBAICTI will jointly support HHP in conducting international multicenter Phase I/II/III clinical trials in the Greater Bay Area, including two novel drugs for breast cancer and macular degeneration.

This collaboration marks a significant step by "One Center, One Institute" and a Hong Kong-based biopharmaceutical company to advance cross-border clinical research through a concrete project. Under the "One Center, One Institute" collaborative framework, GBAICTI (established by the Hong Kong Special Administrative Region Government) and BAY TRIAL are jointly advancing a robust clinical trial ecosystem in the Greater Bay Area and promoting the coordinated implementation of regional multicenter trials. HHP is a Hong Kong-based biopharmaceutical company focused on late-stage clinical development. Through this collaboration, the three parties will explore practical pathways to accelerate the development of innovative therapies and reinforce Hong Kong's position as a leading regional clinical trial hub.

The initial phase of this project comprises three clinical trials in oncology and ophthalmology: a multicenter Phase I/II clinical trial evaluating oral paclitaxel in combination with Encequidar for patients with advanced solid tumors (first site initiated in June 2026; first patient enrollment anticipated in July 2026); an international Phase III registration trial for metastatic breast cancer (first patient enrollment anticipated in the second half of 2026); and a Phase III registration trial for wet age-related macular degeneration. The three parties will further deepen collaboration in clinical trials, academic exchange, and talent development to enhance regional clinical research coordination.

At the signing ceremony, Wenyong Zhang, Chief Executive Officer of GBAICTI, stated that the Institute will serve as a bridge and catalyst for clinical research, supporting high-quality trials and fostering deeper cross-institutional collaboration across the Greater Bay Area. After signing the memorandum, GBAICTI will collaborate closely with BAY TRIAL to fully support the implementation of HHP's multicenter clinical trial project and to continuously advance Hong Kong's clinical trial ecosystem.

Professor Wenyong Zhang, Chief Executive Officer of GBAICTI, stated that the Institute will act as a liaison and as a facilitator, supporting high-quality clinical trials and fostering closer collaboration across the Greater Bay Area.

Yichong Li, Director of BAY TRIAL, stated that the Center will continue to strengthen its clinical trial network while advancing tangible cross-border clinical collaboration. He emphasized that the signing of this memorandum will significantly strengthen the region's competitiveness in clinical research and consolidate its role as a key hub for global biopharmaceutical innovation.

Researcher Yichong Li, Director of BAY TRIAL, stated online that the Center will continue to strengthen its clinical trial network, advance cross-border collaboration, and further consolidate the Greater Bay Area's role as an innovative biopharmaceutical hub.

Shunchao Lin, founder of HHP and Deputy to the National People's Congress, stated that the "One Center, One Institute" collaborative framework establishes a critical foundation to support the development of local biopharmaceutical start-ups. This collaboration leverages Hong Kong's position as a hub for clinical development, project management, and international connectivity, connecting hospitals, research teams, and institutions across Hong Kong, Shenzhen, and the wider Greater Bay Area, building an open and coordinated clinical research network and strengthening the region's capacity to conduct international multicenter clinical trials.

He noted that Hong Kong is actively positioning itself as an international center of innovative technology, as well as an international hub for medical innovation. Leveraging the "One Country, Two Systems" institutional framework, Hong Kong is uniquely positioned to serve as a strategic bridge connecting China's biopharmaceutical innovations with global markets, and to evolve progressively into an organizer, coordinator, and value creator for innovative projects. HHP is putting this vision into practice. On the one hand, it facilitates the introduction of globally promising mid- to late-stage pharmaceutical projects and drives clinical validation and industrial transformation in the Greater Bay Area. On the other hand, it supports the internationalization of outstanding biopharmaceutical innovations originating from the mainland, serving the national strategy of "bringing in" and "going global" in the biopharmaceutical sector, and reinforcing Hong Kong's roles as a "super connector, " "super value adder," and "super partner" in China's high-level opening-up in the biopharmaceutical field.

Professor Shunchao Lin, Deputy to the National People's Congress and founder of HHP, stated that this collaboration, rooted in a concrete clinical project, marks a significant milestone in advancing cross-border clinical research jointly by the "One Center, One Institute" and a Hong Kong-based biopharmaceutical company, positioning Hong Kong as an international clinical trial base and a global biopharmaceutical innovation hub.

Lijuan Xie, Life and Health Technology Director of Hong Kong Science and Technology Parks Corporation (HKSTP), stated that HKSTP will fully support the close collaboration among GBAICTI, BAY TRIAL, and HHP. She expressed confidence that this robust trilateral partnership will accelerate the clinical translation of innovative therapies and advance high-quality development of biopharmaceutical innovation across the Greater Bay Area.

The three parties will collaborate to ensure patient safety and research quality while conducting site initiation, patient enrollment, data management, and regulatory submissions in an orderly manner.
